I DON'T KNOOOOW. They don't even explain who the dragon is! He's just some random creature in the spirit world who gives out exposition whenever Aaaang shows up! Roku could have done exactly the same thing, AND could have demonstrated the whole deal with Avatars at the same time.
(Merlin and ATLA would fuse pretty well. It's kind of weirding me out.)
